THIS COMMITTEE ALONG WITH THE BOROUGH MANAGER HAS OVERSIGHT RESPONSIBILITY FOR PREPARATION, PRESENTATION, REVISIONS AND COMPLETION OF THE ANNUAL BUDGET, ESTIMATES OF REVENUES AND EXPENDITURES FOR EACH ENSURING YEAR WITH PROCEDURES ESTABLISHED BY THE PENNSYLVANIA BOROUGH CODE. THE COMMITTEE RECOMMENDS THE RATE OF TAX AND TAXES REQUIRED TO BE LEVIED TO MEET THE PROPOSED EXPENDITURES. THE COMMITTEE ALSO REVIEWS ALL BILLS ON THE BILL LIST SUBMITTED TO COUNCIL FOR APPROVAL AND OVERSIGHT OF SPENDING TO COUNCIL FOR APPROVAL AND HAS OVERSIGHT OF SPENDING IN COMPLIANCE WITH BUDGET CATEGORIES AND PAYROLL ISSUES. OVERSIGHT RESPONSIBILITY OF LEGAL AND ENGINEERING BILLING INSURANCE AND PENSION POLICY MANAGEMENT. ALSO, THE FINANCIAL BUDGETING AND RATES FOR SEWER AND TRASH. ANY AVAILABLE GRANT MONEY MUST BE DISCUSSED WITH THE FULL COUNCIL.

THIS COMMITTEE HAS OVERSIGHT RESPONSIBILITY OF INFORMING BOROUGH COUNCIL AND BOROUGH MANAGER, TO ADDRESS ISSUES AND CONCERNS ABOUT THE VOLUNTEER FIRE DEPARTMENTS, BLIGHT AND SAFETY ISSUES TO THE BOROUGH OF SHENANDOAH. THIS COMMITTE EXAMINES IDEAS AND CONCEPTS TO IMPROVE PUBLIC SAFETY, HEALTH AND QUALITY OF LIFE, IN CONJUNCTION WITH THE CODE ENFORCEMENT DEPARTMENT AND FIRE DEPARTMENT CHIEF AND OFFICIALS. THE COMMETTE WILL RECOMMEND DRAFT RESOLUTIONS, ORDINANCES AND MOTIONS FOR CONSIDERATION TO BOROUGH COUNCIL. THE COMMITTEE WILL ALSO REVIEW AND COMMENT ON BUDGET ITEMS AND NEEDS RELATED TO PUBLIC SAFETY. MAKE RECOMMENDATIONS ON ALL HANDICAPPED PARKING FOR APPROVAL AND VIOLATIONS TO COUNCIL. THIS COMMITTEE SHALL WORK IN COOPERATION WITH THE CODE ENFORCEMENT DEPARTMENT AND SHALL NOT CONTRAVENE THE LEGAL AUTHORITY OF THE CODE ENFORCEMENT OFFICIALS AS SAID AUTHORITY OVER THE CODE ENFORCEMENT DEPARTMENT. THIS COMMITTEE WILL SECURE GRANTS AND REPORT BACK TO BOROUGH COUNCIL. THE COMMITTEE WILL HAVE MEETINGS WHEN NECESSARY.

THIS COMMITTEE WORKS TO UPDATE THE GENERAL PUBLIC INFORMATION ON THE BOROUGH’S WEB PAGE, WHICH NEEDS TO BE UPDATED. WEB PAGE IS SHENANDOAHPA.ORG . THIS WEB PAGE INCLUDES EVENTS, ORDINANCES, VARIOUS MEETINGS, CANCELLATIONS, TRASH, RECYCLING, DSI, LIBRARY, VARIOUS COMMITTEES, STREET SWEEPER SCHEDULE AND ANY OTHER INFORMATION THAT IS IMPORTANT TO THE CITIZANS OF SHENANDOAH. DIANE KORENDA AS CHAIR IS THE LEAD PERSON TO INPUT ALL INFORMATION ON TO THE WEB SITE AND MEMBERS WILL SHARE THERE INFORMATION TO DIANE KORENDA. IN ADDITION MIKE WHITECAVAGE WILL BE THE DELEGATE TO INFORM THE BOROUGH COUNCIL ON DSI PROGRESS AND DIANE KORENDA WILL BE THE DELEGATE TO INFORM BOROUGH COUNCIL ON LIBRARY CONCERNS. THIS COMMITTEE WILL MEET WHEN NECESSARY.

THE COMMITTEE ON PERSONNEL SHALL, IN CONJUNCTION WITH THE BOROUGH MANAGER, DEVELOP AND APPROVAL OF PERSONNEL POLICIES. RECEIVE AND REVIEW ALL APPLICATIONS RECOMMEND FOR BOROUGH POSITIONS. THE HIRING, DISMISSAL OF EMPLOYEES. BE COUNCIL CONDUIT FOR NEGOTIATIONS OF ALL PERSONNEL CONTRACTS AND RECOMMEND THE ENTERING INTO SUCH CONTRACTS. DEVELOP AND RECOMMEND MANAGEMENT SALARIES AND BENEFITS TO BOROUGH COUNCIL.

THIS COMMITTEE ALONG WITH BOROUGH MANAGER SHALL REVIEW AND MONITOR OF ALL BOROUGH OWNED BUILDINGS AND PROPERTIES EXCEPT SEWER FACILITIES. THE COMMITTEE WILL DETERMINE NECESSARY UPDATES, REPLACEMENTS AND REPAIRS. THE COMMITTEE WILL THEN RECOMMEND TO COUNCIL PRIORITIZATION OF ANY REPAIRS IN ORDER TO KEEP THE BOROUGH PROPERTIES UP TO DATE. ANY AVAILABLE GRANT MONEY THEY CAN SECURE MUST BE DISCUSSED WITH THE ENTIRE COUNCIL.

THIS COMMITTEE ALONG WITH THE CHIEF OF POLICE AND MAYOR WILL WORK IN AN EFFICIENT MANNER ON ISSUES THAT ADDRESS THE POLICE DEPARTMENT. INCLUDING DEPARTMENT NEEDS, PERSONNEL ISSUES AND ALSO BOROUGH ORDINANCE MATTERS. THE THE COMMITTEE WILL RECOMMEND DRAFT RESOLUTIONS AND MOTIONS FOR CONSIDERATION TO BOROUGH COUNCIL. THE COMMITTEE WILL ALSO REVIEW AND COMMENT ON BUDGET ITEMSRELATED TO THE POLICE DEPARTMENT. THE COMMITTEE WILL BE INVOLVED ALONG WITH THE BOROUGH MANAGER BE THE REPRESENTED BODY FOR THE POLICE PENSION COMMISSION AND POLICE CONTRACT NEGOTIATIONS. THIS COMMITTEE SHALL WORK IN COOPERATION WITH THE MAYOR AND SHALL NOT CONTRAVENE THE LEGAL AUTHORITY OF THE MAYOR AS SAID AUTHORITY OVER THE POLICE DEPARTMENT.

THE COMMITTEE WILL DEFINE AND PROMOTE EVENTS IN THE BOROUGH OF SHENANDOAH. AS WELL AS SEEK SPONSORS, RAISE FUNDS AND SECURE GRANTS TO SUCCESSFULLY IMPLEMENT THOSE EVENTS THROUGH COMMUNITY OUTREACH.THE COMMITTEE WILL CONTINUE WITH THE GRANT APPROVAL FOR SAFE ROUTES TO PARKS GOALS. THE COMMITTEE IS TO MAINTAIN AND GROW COMMUNITY SPIRIT WITHIN THE BOROUGH THROUGH SPECIAL EVENTS, RECREATIONAL ACTIVITIES AND EVENTS FOR YOUNG AS WELL AS SENIOR MEMBERS OF SHENANDOAH COMMUNITY. THE COMMITTEE WILL HAVE SUPPORT OF BOROUGH INDIVIDUALS FOR SUPPORTING EVENTS AND NEW IDEAS.
